OVMA Pet Health Insurance is the only insurance designed and backed by the Ontario Veterinary Medical Association (OVMA). Pet parents can choose from three plans: Comprehensive, Extended and Unlimited+. The Comprehensive and Extended plans offer maximum coverage amounts per accident and per illness, which may be limiting if you have one expensive claim, but may be beneficial if you make several claims for different conditions. All three plans offer dental coverage, and the Unlimited+ plan also offers a wellness option, too. While you can choose between two deductibles, there are fewer options to customize your monthly payment compared to other plans.

What Does OVMA Cover?

OVMA offers coverage for unexpected illnesses and injuries under three different plans and includes:

  • Hospitalization
  • Surgery
  • X-rays and other diagnostics
  • Medication (up to six months)
  • Dental treatment for any condition of teeth and/or gums, including tartar or gingivitis.
  • Exam fees.
  • Specialist referrals
  • Medical devices (with prior approval)
  • Chronic conditions.
  • Wellness care, including annual exam, vaccinations, routine bloodwork and urinalysis (only with Unlimited+ plan)
  • Alternative treatments, such as physiotherapy, hydrotherapy and acupuncture
  • Behavioural training by a certified behavioural therapist
  • Lost pet advertising
  • Boarding/kennel fees for a medical emergency
  • Holiday cancellation in the event your pet becomes ill or injured and you need to cancel or cut short your trip
  • Cremation and burial costs
  • Coverage while travelling in the U.S. and Canada

You can use any licensed vet in Canada, not only an OVMA clinic.

What OVMA Doesn’t Cover

Like all pet insurance companies, OVMA does not cover pre-existing conditions, defined as “any condition that starts or shows symptoms, with or without a confirmed diagnosis” prior to enrollment or within any applicable waiting periods. With an OVMA policy, your pet’s medical history is reviewed at enrolment, so there are no surprises with pre-existing conditions or other coverage exclusions.

In addition, OVMA does not cover:

  • Food, including prescription or therapeutic diets
  • Cosmetic and maintenance procedures, such as nail trims
  • Spay or neuter surgery
  • Euthanisia, unless recommended as a result of an insured accident or illness
  • Flea control, unless covered by Unlimited+ plan
  • Expenses resulting from pregnancy and associated conditions
  • Treatment for umbilical hernias or congenital conditions that would have been evident during a comprehensive exam before the start of your policy
  • Any accident or illness resulting from competitive, professional, occupational or business uses of your pet
  • Any claim due to war activities, nuclear incident or natural disaster

OVMA Pet Health Insurance Waiting Periods

Pet insurance companies have what’s called a waiting period, which is the amount of time before your policy is effective and you can be reimbursed for claims.

With an OVMA policy, the following waiting periods apply:

  • 48 hours for accidents
  • 14 days for illnesses
  • 14 days for behavioural therapy
  • Six months for dental coverage (14 days for treatment for deciduous (baby) teeth conditions)
  • Six months for cruciate ligament and intervertebral disc disease to be covered.

There is no waiting period for preventive care coverage on the Unlimited+ plan.

** As part of the company’s claims risk management process, OVMA conducts a review of all policies every six months to assess the number and cost of claims made during the previous 24-month period. If you make a lot of expensive claims, your reimbursement may drop to 70%, 60% or 50%.

You can also choose a higher deductible to reduce your monthly premiums. For example, using a $500 deductible, the Comprehensive plan costs $66.15 and the Extended plan costs $98.57 per month. Using a $550 deductible, the Unlimited+ plan costs $182.11 per month.

OVMA Discounts

There are a few ways to save money. OVMA offers a 10% multipet discount if you sign up three or more pets. With six or more pets, you’ll receive 15% off your monthly premiums. You’ll also earn a 3% loyalty discount after the first year and a 5% discount after the second year.

Methodology

To find the best pet insurance we reviewed each company’s policy wording and used data provided by PetInsurer.com to score each pet insurance company based on the following:

Pet insurance rates: 40% of score. We calculated average rates for plans with $5,000 or unlimited coverage, a $100 deductible and an 80% reimbursement level, or the closest options available. 

Special waiting period: 10% of score. Many pet insurance companies have a special waiting period for problems such as cruciate ligament issues and hip dysplasia. Plans that had no waiting period, a waiting period of six months or less, or the ability to have the waiting period waived scored higher.

Direct payment to vet: 10% of score. Pet insurance companies that have the ability to pay a vet directly earned points.

24/7 vet health line: 10% of score. Insurers that provide access to a 24/7 vet health line scored in this category.

Routine wellness plans: 10% of score. Insurers that offer wellness plans, either included with a plan or as a rider, earned points.

Dental coverage for illness: 10% of score. While most insurers cover dental accidents, not all insurers cover dental illnesses, such as gum disease or cleanings. Plans with more extensive dental coverage scored higher.

Pet ownership assistance: 5% of score. Insurers that include coverage for pet owner expenses, such as advertising and reward for lost pets, boarding for medical emergencies, end of life expenses and/or vacation cancellation, scored in this category.

Any discount: 5% of score. Insurers that offer any kind of discount, including a multi-pet discount, healthy pet discount, loyalty discount, etc., earned points.

What is an age-based deductible?

Some insurance companies apply an age-based deductible adjustment to your policy as your pet ages to help offset the increase in health care costs with senior animals. The deductible automatically increases on the policy anniversary following your pet’s birthday. Different companies use varying age brackets and increases for the adjustments. For example, OVMA offers a $100 deductible option for dogs up to five years old that increases to $300 from age five to 10 years, and $500 for dogs aged 10 and over. Spot Insurance offers a $100 annual deductible for dogs under two years, $150 for two to five years, $200 for dogs five to eight years, $250 for dogs eight to 10 years and $300 for dogs over 10 years. It’s important to check your policy wording so there are no surprises on your policy anniversary.

What is a good deductible for pet insurance?

The best pet insurance deductible depends on your pet and your budget. A lower deductible will mean higher premiums, but your out-of-pocket expenses will be lower if your pet requires veterinary care multiple times per year. High deductibles mean lower premiums, but if the cost of your pet’s care needs don’t reach the deductible, the lower premiums may not outweigh the actual cost of care.

What age is the best to get pet insurance?

The simple answer is: The sooner, the better. When your pet is healthy, you may not be thinking about pet insurance or expensive vet bills. But once your pet gets sick or diagnosed with a pre-existing condition, it’s too late to get financial assistance for any treatment for that ailment from a pet insurance provider. If you know your pet is predisposed to certain conditions, such as hip dysplasia in German Shepherds, early enrollment is key, before any symptoms or even hints of a future problem start. That’s because even if your pet isn’t diagnosed with a condition but shows symptoms of one, such as a recurring limp, your pet insurance company will designate that as a pre-existing condition.

What is the average cost for pet insurance in Canada?

The cost of pet insurance varies according to your dog’s breed, age and your location. According to the North American Pet Health Insurance Association, the average monthly cost of dog pet insurance in Canada in 2021 was $68.96 per month or $827.55 per year. This is in line with a Forbes Advisor Canada sample quote of $75 per month for a five-year-old male Labrador Retriever in Toronto with $5,000 annual coverage at 80% reimbursement and a $100 deductible, or the closest option available.

Does pet insurance cover vaccines in Canada?

Vaccinations help protect your pet from a number of potentially serious and even fatal diseases. According to the Ontario Medical Veterinary Association, every pet should be vaccinated. Core canine vaccines include: rabies, distemper, adenovirus-2 and parvovirus. Additional vaccines based on your pet’s medical history and lifestyle include leptospirosis, Lyme disease, bordetella and influenza. Pet insurance is for unexpected illnesses and accidents, while vaccinations are part of your pet’s routine care. However, vaccinations may be covered if your policy includes wellness or preventative care, either as core coverage or an add-on. For example, Spot’s Routine and Advanced wellness plan add-ons include coverage for vaccinations.

Does OVMA insure senior pets?

If you apply for coverage for a dog that is eight years old or more, or a cat that is 10 years old or more, you must also provide the following:

  • Results of a comprehensive exam, complete urinalysis and blood tests performed within two months of application
  • A complete veterinary medical history

Failing this, any condition noted during the first comprehensive exam after the start of your policy may be excluded as a pre-existing condition.
